MEMBERSHIP

The APA membership comprises regular and associate members who are collectively recognized as members by the association. Regular members are the national port authorities and country ports with the government retaining a majority interest.

SCOPE OF ACTIVITIES

The association shall cover the following activities:

  • to formulate and to continuously update and implement a cooporative programme for the improvement of port operations and management efficiencies;
  • to continuosly exchange information and undertake innovations on :
    1. cargo handling system
    2. port procedure and documentation
    3. port statishcs collection and analysis;
    4. trainning of port personnel on various aspects of port management;
    5. port planning and development; and
    6. other port-related matters
  • to promote sports activities among members of the Associaton.

INTRODUCTION

The Association of South East Asia Nations (ASEAN) was established in 1987 as a forum to advance the agenda for economic growth, social progress and cultural development in the south-east Asia region.

The ASEAN Port Authorities Association (APAA) was the branchild of Merssrs. R Geotina of the Philippines and J.E. Habibie of Indonesia. It was set up as a parallel cooperative tie in line with the ASEAN objective. APAA serves to provide a platform for port officials to meet and share experiences that may lead to solutions to mutual problems and emerging issues affecting the port sector in the ASEAN region.

APAA serves as organization that provides the proper forum for the achievement of the following broad objectives: exchange of information, harmonization of trade practices and promotion/facilitation of trade among ASEAN ports. The association's original member-ports were from Indonesia, Malaysia, Philippines, Singapore and Thailand. Brunei Darussalam became a member in 1984 while Vietnam joined in 1998. Membership invitation has been extended to Cambodia, Loas and Myanmar.

APAA had a name change to the current ASEAN Ports Association (APA) at the 21st APAA Main Meeting in Singapore in November 1997.

OBJECTIVES

The main aims and objectives of the Association are:

  1. To provide ASEAN ports and harbour organizations a vehicle for regional cooperation in port and habour development, operations and management,and
  2. To promote and protect the interests of member ports.

The specific objectives of the Association are:

  1. to promote and assists in the development and implementation of efficient methods on cargo handling system, port procedures and documentation, adminstration of port personnel, including those of port statistics; and port information system;
  2. to promote the exchange of data and information on shipping and cargo traffic within the port area;
  3. to upgrade the skills and knowledge of port personnel through thr exchange of personnel for on-the-job training, holding of seminar/workshops and port planning; operations and management;
  4. to promote cooperation in the coordination of ports and habour operations and management on an ASEAN basis;
  5. to develop and maintain close relationship with other ASEAN organizations especially those of ASEAN shippers, ship owners and inland transport agencies; to develop and maintain close relationship with other regional or national ports association or international port related associations, and
  6. to undertake other acts as are incidental or conductive to the attainment of the above objectives..

STRUCTURE AND OFFICERS

The chairman, vice-chairman, secretary-general and an auditor are the executive offucers of APA. The chairman and the vice-chairman are efected from among the members for two-year term on a rotation basis. The secretary-general, who is appointed by the chairman, is responsible for the coordination and administration of the association's activities. The executive officers are employees of a memberport at all times.

The APA organization is composed of the following:

  1. Main Committee : Readers overall guidance and supervision over the affairs of the association and fomulates policies and decisions on vital issues. The Working Committee functions as the technical arm of the Main Committee. The preparation/evaluation of all issues taken up during the Main Committee Meeting emanates from it.

    • Technical Committee: This is not a permanent body but is established for the purpose of performing special tasks and disbanded upon completion of the tasks.

    • Sports Commitee: The committee meets among member ports.

A Permanent Secretariat was formally established in 1993. The Philippines, through the Philippines Port Authority, has since then provided the services of the APA permanent Secretariat.
