INTRODUCTION


The KPA has simplified documentation and procedures for delivery and shipping of goods through Port Klang. The simplified documentation introduced reduces the number of documents or forms required for delivery and shipping from a total of 29 to 15. 

Twelve existing documents or forms for shipping of goods have been integrated into two new documents, namely, the Integrated Export Document (IED) and the Integrated Shipping Document (ISD). The IED and ISD reduce the number of documents required for the shipping process from 17 to 7 and 28 procedural steps to 16.
Three new 'integrated' documents for import and export cargo have been introduced, namely: 
The Integrated Import Document  
The Integrated Export Document  
The Integrated Shipping
Port Klang is the first Malaysian port to introduce the new integrated documentation. Other ports are expected to follow suit soon. The simplification exercise is part of the government's efforts to deregulate and simplify trade documentation and procedures.
 

 

INTEGRATED IMPORT DOCUMENT (IID)


The Integrated Import Documentation (IID) incorporates five existing documents or forms, namely, the Delivery Order, Import Note, Inward Cargo Charges Invoice and applications for Customs examination and direct delivery.

The IID reduces the number of documents or forms required for delivery from 12 to 8 and from 34 procedural steps to 19 ( please see Table A)

With the IID, the procedures for direct delivery, delivery from shed and from wagons have been simplified as follows (figures in brackets are for the simplified procedures):
Direct delivery  : 10 documents, 34 steps ( 6,19 )
Ex shed         :   9 documents, 31 steps ( 6,19 )
Ex Wagon     : 11 documents, 35 steps ( 7,22 )
The distribution of the five copies of the IID is as follows:
First copy       - KPA's Central Invoicing Section
Second copy  - Servers as consignee's receipt
Third copy      - KPA's accounts department
Fourth copy - Consignee or forwarding agent
Fifth copy  - KPA shed
The Integrated Import Document and the Integrated Export Document were introduced on August 1 ?? year. The Integrated Shipping Document will be implemented in January 1988.

The IID will be sold in sets of five copies to consignee or shippers or forwarding agents licensed by the Customs.

The IED incorporates nine documents or forms namely the Export Note, Inward Tally and Export Note, Inward Tally and applications for the following:
to bring in cargo 
for direct shipments  
for re-export of over landed cargo
for re-export of transshipment cargo
for waiver of lifting charges
to remove shut-out cargo from the port area and
for Customs examination 
The distribution of the five copies of the IED is as follows:
First copy       - shipper's receipt
Second copy  - KPA's Accounts Department
Third copy      - KPA's Central Invoicing Section
Fourth copy - KPA's or private warehouse
Fifth copy  - Forwarding agent
The IED will be sold in sets of five copies to consignee or shippers or forwarding agents licensed by the Customs. Members of the public can also purchase the IED direct from the KPA.

The ISD incorporates three documents namely the Shipping Order, Agent's Tally and the Shut-out Report.
The distribution of the four copies of the ISD is as follows:
First copy       - KPA's Central Invoicing Section
Second copy  - Serves as Mate's Receipt
Third copy      - Master of vessel
Fourth copy - Ship's agent
In the case of direct shipment the IED and ISD have reduced the number of documents or forms required from 10 to 6, and from 13 to 7 for shipment from a shed (please see Table B)
